This is the plumping product that caused the most lip tingling sensation that I've experienced. I was quite surprised when I first used it.

There is a slight plumping effect. 
The plumping effect is not strong enough to dramatically smooth out lip wrinkles, but the lips feel slightly warm and have a mild functional effect.
The color is a fluorescent-leaning pink, and the more you apply, the more the lip warmth makes the color pop.
I imagine they included a slight fluorescent effect to make it look bright, like turning on a fluorescent light, especially for summer. Those who easily pick up color would likely find this product to be a perfect match.

When applied, it makes the lips feel too cool and minty, and I don't recommend it for people with darker skin tones. It's too fluorescent and bright.
