I also developed some milia. When I washed my face, it stung and flaky skin like keratosis pilaris started to form, so I stopped using Celemil and ordered the new Celemil Plus. It's much more moisturizing and the issues I had with the original Celemil disappeared. Even after using it for over two years now, I haven't had any troubles and it's been gentle on my skin.
ConsThe thing that bothers me is that Celemil is 200ml while Celemil Plus is only 150ml, so you're getting less product for the price. There are also reports that the ingredients may have allergy-causing potential, but for those without allergies to limonene and linalool, it should be fine to use without any issues.
TipI use Celemil Plus for my morning cleanse and final cleanse of the day. So my per-use amount is relatively less than other cleansers. The reason I use it for the final cleanse is that it doesn't leave a squeaky-clean feeling and helps keep my skin moisturized. (Cleansing too squeakily is not good for the skin.) Using Celemil Plus for the morning cleanse is also good for the same reason. By the way, I also have atopic dermatitis on my right hand. It's very severe and I have bleeding once a day. Other cleansers sting, but Celemil Plus is the only product that's okay when it touches my right hand.

It doesn't feel too dry after using it. I haven't had any breakouts. I'm using it as my primary cleansing product.
ConsEverything else is good, but blackheads are not easily resolved, and I need to do separate exfoliation in the winter. ㅠㅠ

Also, it's easy to find these days. I use it for longer than expected.
ConsThe price? Well, I'm not sure. There doesn't seem to be any particular downside.
