It has a consistency similar to a cleansing cream or emulsion. Having used cleansing milk before, the feel is familiar. I applied it to my dry face, then gently massaged with a bit of water, and either rinsed off or wiped with a damp sponge. When just using water to rinse, it's good to follow up with an exfoliating toner. But honestly, it was fine even without that - no blemishes as long as I rinsed thoroughly. The advantage of milk/emulsion-type cleansers seems to be the hydration you feel even after cleansing. Oh, and it removed makeup well too. Not sure about heavy powder, but it effectively removed sunscreen and cushion foundation. While cleansing, it didn't seem to foam, but I noticed some mild suds in the sink afterwards, so I guess it does contain some cleansing agents. I didn't have any issues, but those who prefer a squeaky-clean feel might find the texture unfamiliar.
