Despite being the lightest shade, it still looks a bit too dark on my skin, which is in the 13-17 range. I wish there were even lighter shades available.
Those using 19 should be able to wear it naturally, and those using 21 should be able to use it brightly.

I've tried almost all the department store cushions, and this is the best one I've used.
It has no flaws in coverage, adherence, or longevity.
The semi-matte formula applies thinly and moisturizes well, with no accentuation of flakes, lifting, or caking.
My combination skin, which is dry in the winter and oily in the summer, felt no dryness at all.
I barely noticed any darkening.

When you first open it, the amount is quite generous, so you can start by lightly tapping it on.

This color is something you can't find in other brands.
