Other than being moisturizing and an oil toner, I'm not sure if there are any other functions. They mentioned something about cells, but it seems to just perform the basic toner role.

The dry skin recommendation is great. For oily skin, it's not bad at all. It's like an essence-like water toner when you apply it, but it's too precious to just wipe off, so I like that you can just apply it directly. It's very moisturizing. The texture is somewhat slippery and has an oil layer, but it absorbs well, so there's no problem.
