I think this palette would suit warm-toned complexions better than cool ones. For those who enjoy both shimmer and matte finishes, this could be an excellent palette. I've been using it to layer over my eyeliner with great results! Most of the colors are quite dark and pigmented, so you'll need to be careful with how much you apply! Personally, I'm not a big fan of shimmer, so I don't reach for the shimmery shades very often.
