It has a consistency similar to a light emulsion, making it incredibly hydrating for a toner - almost like an essence! Illiyoon products are known for being gentle, and this one is no exception. Even with my extremely dry skin, I haven't experienced any blemishes. It seems to be a fantastic product overall.
