  Pros

  Since this toner contains panthenol, I could feel the hydration even though it's a water-based toner! It was perfect for my dry skin. I was satisfied with how it seemed to replenish both moisture and oil. In my case, I usually layer water-based toners multiple times, so that might be why I felt this way, but even after applying it several times, there was no feeling of deep dryness, which I loved! I wish it came in a larger size too.

  Cons

  Although it's a water-based formula, it feels a bit heavy. So when applying, it can feel a bit suffocating. If you don't like that sensation, I wouldn't recommend it (though this feeling is also what makes it feel moisturizing).
