This is a water-based toner. I purchased it because the ingredients are great. Typically, toners have a lot of purified water, but I chose the Hebrblue Toner because it has the most centella leaf water. As expected, it is gentle, doesn't cause any trouble, and is absolutely wonderful! I pour it into an empty bottle and use it as a mist. If I apply it in two or three layers, it becomes wonderfully hydrating!

There were no particular disappointments! I highly recommend it! Give it a try!
