It's a liquid formula with a dense texture, not a watery consistency. As you can see in the photo, there's an oil layer, so you need to shake it before use. (For my extremely dry skin) While it's not incredibly hydrating, it feels adequately moisturizing - more so than my previous toner. It doesn't provide instant hydration, but rather seems to refine the skin's surface while gradually absorbing and providing moisture. As mentioned on the back of the product, there's a slight stickiness if you don't wipe it off with a cotton pad. Personally, I don't mind even thick, rich textures, so this was perfectly fine for me! When used as an exfoliating toner with a cotton pad, it feels like it creates a thin protective layer, making it suitable for all skin types. The strong alcohol scent might be off-putting for those sensitive to fragrances. It's definitely a love-it-or-hate-it kind of smell.
