Using the same scented shampoo can make the fragrance slightly stronger and longer-lasting, but the difference is not significant. However, applying it is better for the fragrance. If you skip it due to the hassle, your scalp will become too tight and dandruff will worsen, so you really have to do it. It's a cost-effective product, but it's not exceptionally good. Originally, it was fine even if rinsed out after a few minutes, and leaving it on longer doesn't make your hair significantly more moisturized and soft. If you rinse it out too quickly, it's as if you didn't use it at all.

Compared to shampoo, the volume of the treatment is ridiculously small. It should have been significantly larger to match the shampoo volume, but it seems they just included the treatment as a bonus gift-like item bundled with the shampoo.
