I bought this on a friend's recommendation. While it doesn't have much of a plumping effect, I've been using it as a lip pencil. It absorbs well and has a subtle color. As someone who always does an overlip makeup look, I'm constantly in need of lip pencils. So when I spotted this one at Daiso, I snatched it up right away. I didn't realize it had a plumping effect when I bought it, but as soon as I applied it, I felt a slight tingling sensation. That's when it clicked! Although it's called a lip primer, I found it works best for covering the lip line. The color is a very soft, milky pink that pairs perfectly with cool-toned pink makeup. I loved using it to cover my lip line border, then applying tint over it for a natural and beautiful look. The pencil tip is quite thick, but it wasn't particularly inconvenient. What's even better is that you get a good amount of product for the price. Personally, I didn't notice much of a plumping effect, but I wasn't really expecting it, so it didn't bother me. When used as a primer all over the lips, it tends to leave a whitish cast and can accentuate dead skin cells. I found it's best to use it mainly around the outer edges of the lips.
