 The ingredients, price, and usage experience are all quite poor in terms of cost-performance.

The reason it's called a toner even though it's a lotion is that in Japan, lotion refers to a toner-like (more viscous than water-like) formula. So they either just brought it over as is or decided to call it a lotion from the start.

You can use it by applying it to a cotton pad and then to your skin, or you can just dispense it into your hands and let it absorb.

The softening (i.e., smoothing out the skin texture) is decent, but it's questionable whether continuous use would be safe for sensitive skin.
