If you apply it to the lower lash line or the outer corner and lightly cover it with a shadow or liquid, it will not smear.

For those with oily eyes or who experience a lot of smudging, I recommend applying an eye primer or a mattifying powder first, then the eyeliner, and finally an eyeshadow that matches the eyeliner color.
This won't completely prevent smudging, but it will help a lot compared to just applying the eyeliner alone.

The Holika Holika Chocolate Citrine is a bit more prone to smudging.
This eyeliner is a pencil type, and while it applies well, it is quite soft, so it breaks easily after sharpening, and I ended up using half of it.
