The texture is water-based, but it feels like it contains oil, providing good hydration. It's gentle on the skin, so I used it without any issues. After using this, it feels awkward to apply either a hydrating or moisturizing cream. It's better to use this and then follow up with a really rich, thick moisturizer. In the end, I ended up using it on my body instead.
