It seems to be somewhere between a toner and a water essence. It has several ingredients, so it's not quite a toner, but it's also a bit lacking to be considered an ampoule. After wiping it on with a water-like toner, when you spread this on with your hands, it seems to have a calming effect and leaves the skin feeling more organized.
