I have darker skin with shade 23, and I love when blush really pops. That's why Black Honey is my holy grail item... When applied to the cheeks, it's not like a burning sweet potato feeling, but rather... You become a woman with moisturized, subtly tinted cheeks, as if they're delicately wet. The beauty of Cheek Pop is that despite being a baked formula, it leaves a dewy tint - such a heavenly texture. The truth is, because the color payoff is quite intense, it works well up to shade 21. But for shades beyond that, the color can appear patchy. (This isn't about the application being patchy, it's simply due to the color itself.)
