It's definitely not a hydrating moisturizer. When applied to the face, it feels more like an interesting toner with a peculiar texture. That's about all I can say about it.

I decided to give it a try because of the affordable price, and fortunately, it didn't cause any significant irritation on my skin. The texture is quite unique - it's semi-transparent with a seemingly dry exterior, but when you touch it, it transforms into water droplets.
