When you use it before your lipstick, it seriously improves the staying power. As it dries, it becomes slightly sticky, which helps your lip color adhere better and last longer. You only need to apply a thin layer - if you use too much, it can clump and feel tacky as it dries. I highly recommend using this before applying your lip color. If it gets in your mouth, you might feel a slight tingling sensation, like a gentle pin prick on your tongue, but it quickly fades. I was worried about eating with it on, but after about 30 minutes, the warming sensation disappears and you can't taste anything. It does have a warming effect when first applied, but it's more of a tingling sensation than pain, and once you get used to it, it feels refreshing.
ConsI bought this hoping it would smooth out my lip lines, but when I apply it, my lips become matte and seem to shrink, which actually accentuates the wrinkles rather than reducing them. However, I don't really consider this a major drawback. As for the plumping effect, it's practically non-existent. I was going to take before and after photos, but the difference is so minimal that even I can't notice it.
