It was not just plain water or just runny nose, but the exact texture I really like. However, it doesn't seem to retain moisture as long as other toners.

Cons
After using it, my pores got wider. It was a moisturizing toner, but it was too heavy for me. After changing the toner, I kept getting breakouts and a lot of whiteheads appeared under my chin.
