I'm not sure if it fully meets the typical toner purposes of balancing the skin, removing dead skin cells, and providing long-lasting hydration.

I use this as a toner after cleansing. While I don't usually use toners, I thought the mugwort ingredient might be beneficial for skin health, so I pat it on with my hands whenever I remember. Personally, I enjoy the mugwort scent and use it well, but those sensitive to fragrances might not like it. I have sensitive skin, but I haven't experienced any blemishes while using about 2/3 of the bottle. On days when I'm too lazy for a mask, I soak a cotton pad and gently place it on my face - it seems to help calm my skin.
