I want to layer it, but it doesn't seem to absorb well

After using a few bottles, I noticed some spray perfectly fine while others don't mist at all. The sprayer itself works well though.

The spray power is really exceptional. It's disappointing that just two sprays are enough to drench your face, as the spray is so strong.
