This is a lip product made for cool-toned skin... The point color is really nice, and when applied lightly, it's still beautiful. There's a faint floral scent, which I didn't mind at all! As long as you exfoliate well, there's no dryness or emphasis on flakiness.
Cons
The applicator for this line seems to have trouble controlling the amount of product. Especially with the darker shades like this one, it's hard to apply just a small amount. There's also quite a bit of transfer.
Tip
Using the Pia Doccu as a base and adding the Icy as a point color is the epitome of summer mute - it's absolutely stunning.

If you have a cool skin tone, I highly recommend this. It seems to have a slight purple undertone, and it's a beautiful color.

I have a fair skin tone around 13-17 on the scale. I believe my personal color is a cool-toned, true-deep winter. I had high expectations when I purchased the Rom&nd Icy Color, but it didn't quite live up to them. The color would suit cool-toned, true-deep winter, and muted summer complexions well if you apply it with a light, gradated touch.
Cons
It has significant transfer and can appear quite pigmented even with a small application, so you'll need to be careful with the amount you use. It may be due to my small lips. There is also slight emphasis on lip flakes. Additionally, an excessive amount tends to transfer to the applicator.
