The formula is milky white and thin, and just as hydrating as other water toners. It's not at all sticky and absorbs really well. It effectively replenishes moisture and provides great hydration. I'm very interested in whitening products and have used many, but my current skincare routine didn't have a whitening function. So I'm really happy with this product! 💕
