Pros
This is a great pick for those who love the scent of roses! It was very moisturizing and bouncy, with excellent hydrating power. While there are some questionable ingredients, I never experienced any breakouts or irritation. I used up the entire bottle without any issues. I got through the winter just fine! Pros
The rose toner is truly filled with an abundance of rose petals, which can be visually confirmed. The toner is richly infused with rose fragrance and is very moisturizing due to the generous amount of rose petals.
Cons
Although I received it as a gift and tried using it, the price seems too expensive for me to purchase it personally. While it's good that there are many rose petals in it, once I've used more than half of it, the flower petals start to clog the toner dispenser, making it difficult to get the toner out and use it completely. When using the toner, the flower petals come out with it, but they don't absorb into the skin and instead clump together, leaving residue on my hands and face that I have to remove. It doesn't seem suitable to use before morning makeup. The ingredients are also not the best.

Pros
So far, I've used about 4 bottles of this toner, and it's just a decent, unremarkable toner. I usually just use blotting paper because I find it annoying to use cotton pads, and while there are clearly some irritating ingredients in this toner, it's fine when I use it. But the next day, I start to see signs of breakouts, so I can't use it for long. However, the rose scent is so pleasant... The natural, non-artificial rose scent that this rose water toner has is really, really nice. When my skin is in good condition, it's fine, but if I use it for a few days in a row, breakouts will definitely come up... But I really love Fresh products, especially this rose scent, so on days when I want to feel like I'm doing some aromatherapy and change my mood, I'll use it occasionally. But on days when my body and skin condition aren't great, the breakouts start creeping up and it's scary to use. These days, since it's a seasonal change, my skin is often feeling heated and very sensitive, so I can't use anything other than hydrating toners. I'm not using it at the moment. My healthy, normal-skinned family members say it leaves their skin nicely moisturized and in good condition, so they use it well. For those who don't have sensitive skin, this would probably be an okay toner to use.
Cons
It seems like there are more rose petals in the toner liquid than the actual toner. So when I open the next bottle, there's too much petal burden and it becomes annoying to use. The petals keep clogging the bottle opening. But I probably won't buy it again now, since there are so many good toners out there.
