  I received this as an event prize~^^ I've been using it consistently since I received it, and even though it's a water-based formula, I thought it might lack moisture, but it doesn't seem to be the case at all with the toner. It seems to balance the moisture and oil well. After washing, wiping with a cotton pad gives a feeling of removing any remaining dead skin cells and such. My skin is dehydrated and oily, so just applying the toner alone can sometimes make my skin feel a bit tight, but the Witch Hazel toner doesn't do that at all, so I felt reassured even when I just applied it quickly during busy times.
