Combination dehydrated skin needs plenty of hydration.
Particularly for the eye area and philtrum, use a different mildly acidic or slightly acidic cleanser.
If you're in a hurry, just gently cleanse with the foam.

As someone with sensitive and combination dehydrated skin,
I find using only mildly acidic cleansers restrictive, while mildly alkaline ones make my skin feel tight.
It's not severe, but it does leave my skin feeling a bit dry.
