I received this product as a Hwahae Tester and used it religiously for exactly two weeks without missing a day. Note that this wasn't the only product I was using.

Currently, I have acne-prone skin that's extremely sensitive and severely lacking in hydration!

Texture: It's not a watery exfoliating toner, but rather has a slight oiliness. It's more fluid than mucus but not quite as runny as water.
Irritation: It applies smoothly without any irritation. My skin didn't sting, and no new blemishes appeared.
Effectiveness: It's said to provide long-lasting moisture when your skin is very dry, with a slight oily feel. This product really lived up to its all-in-one claims.

But since using this toner, I don't feel dry even without the mask routine. And somehow, my pores seem to have gotten a bit smaller. If all continues well, I'll likely repurchase.
