I can say that both have almost no hydration, but if I had to compare, the Treatment Toner < Vitamin C Toner in terms of moisture. The scent is different - the Treatment Toner is unscented, while the Vitamin C Toner has a very subtle lemon fragrance. The finish is incredibly matte! I have combination dehydrated skin with an oily T-zone and dry U-zone. I usually layer another toner after this one, and even then, it can feel a bit dry. It's definitely lacking in hydration, so it might leave your skin feeling parched. I'd recommend using two toners or following up with a moisturizing cream. Lastly, the most important part - the functionality! While the Treatment Toner was known for tackling whiteheads, blackheads, and dead skin cells (though I found the effects mild), I didn't notice these benefits with the Vitamin C Toner after two weeks of use. I suspect it might have similar properties to the Treatment Toner, but I'm not certain yet. However, it's a decent, no-frills toner that's worth trying out at least once!
ConsThere is absolutely zero hydration. None whatsoever! It might be a bit tricky to control the amount you dispense.

My skin type is combination - very dry on the cheeks, with moderate oil in the T-zone. The formula is water-like, similar to an exfoliating toner. Perhaps it's because it's a vitamin toner, or maybe it's just my impression, but I feel like my complexion has brightened. I really love the packaging - it's a good size and doesn't spill out all at once when using.
ConsAfter using it for over two weeks as part of The Hwahae Testers program, I find it very drying. It should only be used as an exfoliating toner. Being a refreshing type, it feels like moisture evaporates when you wipe it on. I recommend using it in summer rather than winter. I'll add to this review when I try it again in summer, but for winter, it's too difficult to continue using.
TipI switch between toners and ampoules according to the season. If you change your products considering the temperature and humidity of each season, you can maintain a very comfortable skin condition.

I didn't experience any blemishes or tightness. It's a straightforward type that works well for basic cleansing. With AHA/BHA ingredients, it offers some level of sebum control.
ConsIt feels like it's just for wiping off makeup... It didn't provide any hydration or moisturizing effects. Considering the price point and volume, there wasn't anything particularly special about this toner compared to others.

ConsPerhaps because my skin tends to have deep dryness, it's not as hydrating as I expected. I wouldn't recommend it for areas with blemishes.

I was lucky enough to be selected as one of The Hwahae Testers and got to try this product. While it's available at Olive Young, the brand was relatively unfamiliar to me, so I was quite excited about my first encounter with the product. It helped me build a bit of an image of the brand. My skin is combination type, and I occasionally get a couple of blemishes when my lifestyle gets unbalanced. But overall, my skin is fairly normal. 🏖 Ingredients After a bad experience with a skincare product with poor ingredients, I always check the ingredient list first. Fortunately, this product doesn't contain any ingredients that don't agree with me, and the formulation is gentle enough for even sensitive skin types to use with peace of mind. As described, despite being a vitamin toner, it minimizes irritation by using plant-based fruit extracts instead of acidic ingredients, making it suitable for daily use without worry. I also appreciated that it has dual functionality for brightening and improving wrinkles. 🏖 Application The texture of this product is like flowing water. As a result, it's not sticky and applies smoothly. It absorbs quickly into the skin and significantly helps in refining skin texture. 🏖 Scent I was concerned there might be a slight alcohol scent, but it's almost fragrance-free. This seems possible because no artificial fragrances were added, which I found very satisfying. 🏖 Packaging As shown in the image, it comes in a simple, clean bottle. The lid is a flip-top cap, which is much more hygienic and convenient than a screw-top. 🏖 Dead Skin Cells & Sebum Control I don't prefer toners containing AHA or BHA ingredients, mainly because they exfoliate by irritating the skin. This makes me hesitant to use them in the morning. However, this product gently refines any remaining dead skin cells and sebum after cleansing, with minimal irritation, even in the morning. Yes, I got the impression that it 'refines' rather than 'removes', which I really liked. 🏖 Effects After Use I used this product consistently for about 7 days. I didn't experience any blemishes, which I often worry about when trying new products. Instead, I noticed an improvement in my skin texture. It gently refined dead skin cells and sebum with minimal irritation. Even though it contains AHA and BHA ingredients, it was perfectly suitable as a daily morning toner. From the first step of my skincare routine, this product seemed to take on the role of a booster, helping the subsequent products to absorb more effectively.
Cons🏖 Price These days, there are countless competitive toner products with unique features from various brands. I'm concerned about how many consumers would choose this product at its current price point. We'll have to wait and see if it has enough differentiation and competitiveness to justify its price and continue to be chosen by consumers in the future. 🏖 For Dry Skin Types Those with dry skin types might find this product lacking in hydration. Due to the nature of this product, it's somewhat unavoidable, but even with my combination skin, I felt some deep dryness immediately after use. As a result, I had to apply my subsequent skincare products more generously than usual. The lack of hydration and deep dryness were the most disappointing aspects.
Tip🏖 It's an exfoliating toner! Please use this product with a cotton pad. When I soaked a cotton pad with the toner and wiped my skin, I could really feel the benefits of this toner along with the removal of impurities. However, when I tried to apply the product with my hands, even though I used a more generous amount, I found it didn't spread smoothly. And the second point I mentioned as disappointing became more noticeable. Make sure to use it as an exfoliating toner!

The T-zone is oily, while the U-zone gets dry in winter. I sometimes get flaky skin on the tip of my nose in winter. I have very faint acne scars on my cheeks. Otherwise, my skin is quite resilient - it tolerates most skincare products well and doesn't react to food or alcohol. Usage experience: The texture is completely watery, with zero viscosity, making it ideal as an exfoliating toner. However, it did sting a bit when applied. I was using COSRX AHA/BHA Clarifying Treatment Toner before this, which didn't sting, so I suspect it might be the vitamin content that doesn't agree with my skin rather than the AHA/BHA. Effectiveness: It works! After using this as an exfoliating toner, I noticed less oil in my T-zone in the afternoon after makeup. The winter-induced flakiness on my nose tip disappeared completely. My skin texture also feels smoother. I think my whiteheads between the eyebrows have reduced a bit, but I'd need to use it longer to be sure. However, these effects seem to be from the AHA/BHA content, so you might get similar results with other COSRX AHA/BHA toners. As for the vitamin-induced brightening effect, I didn't notice much, possibly due to the short usage period. I also didn't feel significant hydration, so you might need to layer another toner for moisture.
ConsAs mentioned in the effectiveness section, I didn't notice any brightening effects at all, and the lack of hydration is disappointing.
TipI recommend using this as an exfoliating toner, then following up with multiple layers of a hydrating toner that doesn't have other active ingredients. Personally, I use this once all over, then a second time just on my nose and chin for exfoliation. After that, I apply the Dokdo Toner three times. I finish with a light cream, and my skin doesn't feel dry at all with this routine.

Since I could develop blemishes again at any time, I prefer gentle, lightweight products that focus on hydration! When I received this COSRX toner, I was impressed by its large size and simple formulation without any harsh ingredients. The packaging is perfect for dispensing, whether you're using cotton pads or your hands. As expected, it feels clean and gentle when applied. It's not slippery, but just right for wiping away any remaining impurities after cleansing. I also love that it's fragrance-free! I was a bit concerned about the vitamin ingredients, but I didn't experience any irritation or adverse reactions. Since I've only used it for a short time, I haven't seen any dramatic improvements in my complexion or skin texture. However, I think I'll use this up completely! (Oh, it might be even better to use in summer!)
ConsWhile it seems to be recommended for all skin types, I wouldn't suggest it for those with dry skin. Even for my oily skin, it feels very light, so I think it might be a bit drying for others. It's probably because this isn't specifically a hydrating line!

Skin Type: My skin is combination dehydrated - dry underneath but produces excess oil due to dehydration. I've been struggling with acne, so my skin has post-acne pigmentation, uneven texture, and active blemishes all over. It's been quite a challenge! Here are my thoughts after using the toner for about a week: Generous Size: One of the major advantages of this Refresh Toner is its large volume! Usually, with exfoliating toners that you apply with a cotton pad, you tend to use more product compared to pat-in toners. Smaller bottles run out quickly, but with this one, you can use it generously without worry. Since it contains AHA/BHA for effective dead skin cell removal, the large size is perfect for its intended use as a swipe-on toner. Effective Exfoliation: Those of us who've battled acne for a long time know that one of its causes is clogged pores due to dead skin buildup. Before trying this product, I was using ingredients like Houttuynia Cordata, tea tree, and Centella Asiatica for acne care. But this toner really showed me the power of proper exfoliation! Before using it, my skin was bumpy with acne, but after 3-4 days, I noticed my blemishes had visibly reduced. It even seemed to help with fresh breakouts! Another bonus - it helped smooth out the flaky skin around healing acne, making it much less stressful to apply base makeup. Improved Skin Texture: While I was thrilled with the exfoliation, another major benefit was the improvement in my skin's texture. As I mentioned earlier, my skin was quite rough, but whether it's due to the AHA/BHA or not, I could really feel the difference when cleansing or applying skincare products. After a few days of use, my skin became noticeably smoother. I used to avoid touching my face because of how bumpy it felt, but now I find myself happily feeling how much it's improved! I was fortunate to try this product as a Hwahae Tester, and I'm so satisfied that I plan to repurchase when I run out. The price-to-volume ratio seems quite reasonable. This was my first time using an AHA/BHA skincare product, and thanks to this toner, I've discovered ingredients that work well for my skin. Above all, I've learned how crucial exfoliation is for acne care... I'm just glad I know this now!
ConsWell... while I'm generally very satisfied with the product's effectiveness, if I had to point out one drawback, it would be this: Although it's unrealistic to expect significant hydration from a toner, especially an exfoliating one, this product has such a watery consistency that even after using it as an exfoliating toner and then patting more in with my hands, it's hard to expect much in terms of moisture. It's a minor issue, but worth noting.

First off, it's colorless and odorless! That's something I really appreciated. With other brands' toners, I've had the unpleasant surprise of pinkish residue that didn't absorb properly, leaving whitish-red patches. Not fun! 2. I've been using it as a gentle exfoliant. During summer, I tend to get little flakes around my nose and mouth. Daily scrubbing would be too harsh, so I've been applying this toner before makeup and once more after getting home. While I didn't notice much difference in the first couple of days, on day four I forgot to use it before applying makeup and - surprise! - no flaking! It's a subtle change, but for me, that's more than enough. 3. It's wonderfully lightweight. Most toners these days, especially exfoliating ones, are formulated to be non-sticky. While I haven't tried every exfoliating toner out there, this one feels particularly light on the skin.
ConsThe downside of its lightness is that it might not provide enough hydration. I have somewhat dry skin, so that could be why I feel this way. I think it would be perfect for summer when my skin tends to get oilier. I'll keep using it and I'm sure it'll come in handy then!
TipI'm aware that AHA and BHA ingredients can potentially thin the skin barrier. Of course, I'm sure the developers wouldn't create a harmful product, but just to be safe, I'm using it as an exfoliating toner rather than for toner masking. It works great for me this way!
