This is definitely a cool-toned lip color, perfect for those with cool undertones. It has an overall lightweight and velvety feel. The shade is a cool lavender-tinged pink that brightens up your complexion while really bringing out those cool undertones. The formula lives up to its name with a soft-focus, blurred effect finish. It's not a dry matte, but rather melts into your lips smoothly, which is really lovely. Applying it just to the inner part of your lips for a gradient effect looks natural and beautiful too. Hmm... while the color is nice, if I had to point out a drawback, it would be that it fades easily and requires some lip prep. It can be a bit tricky to apply if you have any dead skin cells on your lips. I saw that there was already a Winterlip when I tried to buy it. I recommend a cool-toned base lip! It's also pretty to use as a blush. The Hwahae applies smoothly like velvet and the color is true to what you see on your lips. It's a soft, toned-down pink that I often use to lift my mood. The color matches my cool-toned skin perfectly, which is why I'm on my Nth purchase of this. I usually like to apply lip balm regularly, but since it's matte, when I apply it alone, lip wrinkles appear and it peels off, so I have to apply lip balm first and then apply it. However, when I apply it over the lip balm, it wears off quickly. I applied Fuchsia Vibe over the Cooling Up base. I was surprised at how well the product adhered without any stickiness, giving a true velvet feel. I originally had Cooling Up but lost it, so I took this opportunity to buy two shades. I layered a lip oil on top, but it looks beautiful even without it! Strongly recommend for cool-toned skin that takes vibrant colors well. Great as a base lip color and it's matte, though it can emphasize dry lips. For reference, I have a fair complexion. Cool-toned folks, use this as your base lip color. It's beautiful overall! If you have dead skin cells on your lips, it really accentuates them. Other than that, I don't see any major issues. Try using this as a base and then apply a tinted lip balm on top. It looks absolutely stunning!
